Will Elcertificates go negative?

How low can the Swedish/Norwegian electricity certificate prices go? We
asked ourselves that a year ago when the Swedish Government’s failure
to set a balanced stop-mechanism for the electricity certificates (elcerts)
scheme was a fact. At least down to 6 SEK we said. But could they go lower?
To zero? How about negative?
